What college can I get into?

I have about a 3.7 GPA and sadly a 21 on my ACTs, I am planning to retake them if necessary but even then if I improve it's only going to be about a 24. I want to go to St Johns University in Queens, NY but they only score SAT, do I need to take SAT or will they still consider me? I am also looking at Roosevelt University in Chicago. If anyone knows any info on these schools or what colleges (like the highest level or whatever) I can get into please answer! I have 10 leadership positions in my school as well so I am very involved extracrixularly. Thank youu
