What is the body of law that states that a parent has the right to know of their minor children's whereabouts?

Sounds to me like if nothing else the teen could be picked up on delinquency charges if nothing else because since the parents are responsible for a minor child's actions they do have the right to know where the kid is and have the right to have him or her picked up as a runaway and those harboring him or her could be taken in for contributing to the delinquency of a minor and interfering with custody.
