Child abduction emergency notice --- question….?

I got home from work early today and turned on my TV. Every channel, even the high cable ones are overridden with the notice “Civil Authorities issued a child abduction emergency for the following counties: The state of Virginia until 6-25-2011.” Basically the entire state is under this notice. What does it mean when the entire state is under this notice? It didn’t give a description of a child abducted or anything else.
