Should I transfer? I'm sick of my college's bs?

I'm not going to waste everyone's time with a long sob story. My school is simply not designed for what I want to do with my career. They have my major, but do not have enough faculty members in the program for it to even exist. Classes are constantly cancelled due to lack of faculty members. I am now a year behind because my courses keep being dropped. The only reason why I am on the fence about leaving is because it would be such short notice. I am a Florida student, and currently have a 3.21 and 62 credits. I have a butt load of community service too if you think that would help my chances. I'm currently thinking about either UCF, USF, or UF. All of these schools seem to possess the tools that are essential for my major(theatre, which isn't exactly a major that is solely based on gpa's and test scores) What do you guys think are the chances that I may get into one of these schools and do you think it's worth it to transfer so late in the game?
