Lower Division: Fewer than 60 transferable semester units?

I am currently attending a community college, and earned 43 credits so far with a 3.30 GPA. I wanted to know if at this point, you are okay to transfer to an university with a lower division? Or does it actually depend? I want to transfer right away for several reasons. Thank you.
