Am I old enough to tutor kids?

Hello! Im looking for something to do over the summer and I want to maybe tutor some kids but the thing is im 12 years old (13 in nov.). I just graduated the 7th grade. I would like to tutor children that are going to 5th grade or under. I can tutor any subject except for math (im horrible at math) but preferably english. I graduated the seventh grade with honors/magnet classes with a 4.0 GPA (so straight A's obviously). I graduated with the highest grade in my english class with 100.0% and highest for science with 98.8. In history I wasnt the highest but I got 96.0 ..point is I got straight A's I can also tutor in music theory and violin (violin lessons for 4 years, music theory for 1 year), and my grades have always been good this isnt the only year. Point is I would like to tutor some kids, I can do it for free but I would enjoy a bit of pay (I dont need a lot) and I live in the LA area. So am I old enough to tutor kids? Are my grades good enough? Do you guys know anyone I can tutor?
